Is it possible to query IsDeleted records similar to the Apex "ALL ROWS" hint or Workbench's "Deleted and archived records" option?

Yes. To do so, click the drop-down chevron on the Execute button and click the "Execute (All)" command. You can also use the Alt-F5 keyboard shortcut.
